BBC declares Romney the President of Pakistan

A BBC World Service opinion poll has found sharply higher overseas approval ratings for US President Barack Obama than Republican challenger Mitt Romney.

An average of 50% favoured Mr Obama, with 9% for Mr Romney, in the survey of 21,797 people in 21 countries.

Only Pakistan's respondents said they would prefer to see Mr Romney win November's election.

France was the most strongly pro-Obama (72%).

The survey was conducted by GlobeScan/PIPA between 3 July and 3 September.

Today?s teens are tomorrow?s online customers ? and a recent study appears to show that the future will be bright for online businesses as the younger generation continue to embrace the internet and social networks.

While 12-15 year olds have traditionally spent most of their media time watching TV (which is why the parents amongst our readers will have noticed a rise in adverts making use of ?pester-power?), a new report from Ofcom shows that teenagers are turning off the TV set and logging on to the internet. Usually with their trusty smartphones.

And it appears that they?re embracing the web at ever younger ages:

FCC Commissioner Pai Calls for Creation of IP Transition Task - NTCA

Speaking October 16 at a Washington, D.C., ?forum sponsored by the Communications Liberty and Innovation Project, FCC Commissioner Ajit Pai called upon the commission to set up a task force to examine the issue of how to best make the transition from a voice to an IP world.

?This task force would study how to hasten the Internet transformation,? Pai said. ?It would help us modernize the Commission?s outdated regulations and it would allow us to account for and accelerate the dramatic technological changes in the communications industry.?

Along those lines, Pai suggested the commission could close the 2010 docket which would reclassify broadband Internet access services as common carrier services regulated under Title II. ?We should make clear that we have no intention of employing such a back-to-the-future regulatory approach,? he said.

Further, Pai attacked the 1996 Telecommunications Act, calling it ?hopelessly outdated.? ?However, until and unless Congress decides to change the law, he said, it is the FCC?s job is ?to administer the act as it stands.?

Accounting for Success | Mihaylo College of Business and Economics

Manuel Ramirez knew what he wanted to focus on as soon as he earned his business degree: ?Working at an international accounting firm that would allow me the flexibility to obtain my master?s in tax law,? he says. ?And that?s exactly what I did.?

The normal path to make partner in an accounting firm is about 10 to 15 years; Ramirez did it at the age of 25 after five years. He modestly says he was ?in the right place at the right time,? but he also knows his willingness to tackle a difficult, complex area ? international tax and accounting issues ? set him apart, as did his bilingual skills. ?I was looking for a way to differentiate myself in the Orange County marketplace,? he explains. ?This specialty is extremely technical and there?s a lot of ambiguity. It?s mentally challenging for me, and I enjoy the balancing various countries? tax laws. We help bring clarity to those areas to make sure our clients pay as little as possible.?

Ramirez was never really interested in the ?usual? way things are done. As an accounting student at Cal State Fullerton in the ?80s he worked 30 hours a week while taking 18 units; as a senior he became president of the Accounting Society. And when he graduated from CSUF in December 1987, he started his professional career off strong. ?The quality of the professors was high at Fullerton; the academics were sufficient to allow me to obtain a position with a national accounting firm upon graduation,? says Ramirez, who will join Mihaylo?s Dean?s Advisory Board this fall.

Now, as managing partner/CEO of leading accounting firm Ramirez Jimenez International CPAs (RJI), based in Irvine, Calif., Ramirez works with fellow Mihaylo alumni Fernando Jimenez ?96, partner in charge, tax services at RJI and Gordon MacLean ?86, a partner at RJI and an advisory board member of CSUF?s Executive Council. The global nature of RJI?s work (the firm currently serves clients in 20 countries) and its recent selection to work with DFK International, the 10th-largest association of CPAs in the world, combined with the current volatility in the world?s economies, mean these alumni are definitely in the right place at the right time to help their clients. Ramirez?s years-long relationships with Mihaylo faculty like Kathleen Wright and Betty Chavis help him share his real-world knowledge about accounting and tax law for the benefit of the school?s programs.

But when it comes to counting his successes ? which include long-standing philanthropic work and serving as president of the California Board of Accounting under Gov. Arnold Schwarzenegger ? Ramirez says it?s not these professional accolades that matter most to him.? ?My biggest success would be my ability to balance my personal life with my business life,? he says. ?I?ve been with my wife, Adriana, for 18 years. And I believe that prioritizing my faith and my family before my business interests has personally served me well.? Business is not easy. If you show up to work every day, and follow through with your commitments, it gets easier.?

Israel's PM: No limits on Jerusalem construction

(AP) ? Prime Minister Benjamin Netanyahu is vowing to continue building in east Jerusalem, over the objection of Palestinians who claim the territory as capital of their hoped-for state.

Netanyahu spoke Sunday after the European Union's foreign policy chief criticized plans to build 800 new apartments and a military college on contested land.

He told his Cabinet on Sunday, "We are not imposing any restrictions on construction in Jerusalem. It is our capital."

The fate of Jerusalem lies at the heart of the Israeli-Palestinian conflict. The Palestinians refuse to negotiate while Israel continues to build settlements in east Jerusalem and the West Bank. Israel captured both areas in the 1967 Mideast war.

Netanyahu has rejected the notion of partitioning the city.

BP backs deal to swap TNK-BP for Rosneft stake

(AP) ? The board of U.K. energy company BP PLC has struck a deal to swap its troublesome Russian oil venture TNK-BP for a big stake in Rosneft, the Kremlin-controlled energy company, a person familiar with the matter said Sunday.

The person said that the sale of BP's half of TNK-BP was expected to net the company between $10 to $15 billion in cash as well as a 15 to 20 percent stake in Rosneft, Russia's largest producer of oil. The person said that the ranges were approximate because the parameters of the deal were still being worked out. He spoke on condition of anonymity before an official announcement which he said the companies hoped to make "soon."

Such a deal would allow BP to exit its contentious partnership with the consortium of billionaires which controls the other half of TNK-BP while keeping a presence in Russia, a country responsible for producing nearly 10 million barrels of crude every day. BP sees the Russian market ? in particular the vast reserves of oil thought to lie beneath the Arctic Ocean ? as key to its recovery from the Gulf of Mexico oil rig explosion, a deadly disaster which led to the United States' worst-ever offshore spill.

The TNK-BP venture has been lucrative, paying out around $19 billion in dividends since it was set up in 2003, but the company has periodically been shaken by outbursts of open hostility between the London-based BP and its Russian shareholders. In 2008, relations deteriorated to such a point that Bob Dudley ? then-chief executive of TNK-BP, now chief executive of BP itself ? had to flee Moscow after what his company described as a campaign of harassment.

Jettisoning the consortium might bring a measure of stability to BP's operations in Russia, but the deal would also draw the British company much closer to the Kremlin; Rosneft is run by former deputy prime minister Igor Sechin, a longtime aide to Russian President Vladimir Putin, and BP's shareholders may worry about the political dimensions of the deal.

Britain's The Sunday Telegraph said that five of BP's leading investors, which it didn't identify by name, had qualms about the move.

It's not clear what, if any, action the consortium, known as Alfa-Access-Renova or AAR, plans to take in response to the move. An email listed on the group's website was invalid, and other contact details couldn't immediately be located. A previous deal involving Rosneft and BP ? announced last year to massive fanfare ? had to be shelved after AAR sued to stop it.

Rosneft declined to comment when reached by phone late Sunday. BP said it would not be making an official statement.

CAIRO (AP) ? Egyptian authorities say they are freezing the assets of presidential candidate and former prime minister Ahmed Shafiq and his daughters as part of the investigation into his wealth.

The decision Sunday by the Illicit Gains Authority is the latest legal move against Shafiq, who held senior posts under deposed president Hosni Mubarak. He faces trial on corruption charges.

Shafiq ran in Egypt's first presidential elections after Mubarak's ouster, narrowly losing to Muslim Brotherhood candidate Mohammed Morsi.

Soon afterward he left the country with his family to the United Arab Emirates.

The authority said in a statement that investigations show Shafiq has real estate and financial assets including 12 villas, four chalets and two apartments.

Shafiq has repeatedly denied allegations and said the case against him is politically motivated.

New research from the University of Melbourne

Parents from poorer backgrounds are less likely to encourage their kids to finish high school, according to a new analysis from the University of Melbourne.

About six in 10 children from low socio-economic households in Australia currently complete high school, while 90% of students from more affluent homes finish their secondary studies.

Lead researcher Dr Cain Polidano (0409 703 296), from the Melbourne Institute of Applied Economic and Social Research, said the attitudes of parents played a crucial role.

"Differences in the education aspirations of parents are probably the most important factor explaining the gap in school completion rates," he said.

The research found disadvantaged students were not only less likely to plan on completing high school (76% compared to 90% of better-off students), but they were also less likely to believe their parents want them to finish school (58% vs 73%).

"More importantly though, parents on lower incomes are more likely to favour vocational training courses which have no school completion pre-requisite over university courses," Dr Polidano said.

"Therefore, those parents may be more willing to let their children quit school.

"It seems many parents aren't aware that more than 95% of schools now offer their own VET courses."

Differences in the quality of schools on offer (including resources, governance, teachers and peers) is estimated to be relatively unimportant in explaining the completion gap.

But the study did find good quality teachers encourage disadvantaged students to remain in school, but have little effect on the retention of other students.

"This result underlines the particular importance of teachers in promoting a positive learning culture in low SES schools where academic achievement may not be the norm among students and their parents," Dr Polidano said

"These findings should help schools and politicians better focus policies aimed at closing the SES completion gap, which is vital to reduce inequality of opportunity."

The research, 'Explaining the SES School Completion Gap' (co-authored by Barbara Hanel and Hielke Buddelmeyer), has been produced as part of the Melbourne Institute's Working Paper Series 2012.

About six in 10 children from low socio-economic households in Australia currently complete high school, while 90% of students from more affluent homes finish their secondary studies.

Lead researcher Dr Cain Polidano (0409 703 296), from the Melbourne Institute of Applied Economic and Social Research, said the attitudes of parents played a crucial role.

"Differences in the education aspirations of parents are probably the most important factor explaining the gap in school completion rates," he said.

The research found disadvantaged students were not only less likely to plan on completing high school (76% compared to 90% of better-off students), but they were also less likely to believe their parents want them to finish school (58% vs 73%).

"More importantly though, parents on lower incomes are more likely to favour vocational training courses which have no school completion pre-requisite over university courses," Dr Polidano said.

"Therefore, those parents may be more willing to let their children quit school.

"It seems many parents aren't aware that more than 95% of schools now offer their own VET courses."

Differences in the quality of schools on offer (including resources, governance, teachers and peers) is estimated to be relatively unimportant in explaining the completion gap.

But the study did find good quality teachers encourage disadvantaged students to remain in school, but have little effect on the retention of other students.

"This result underlines the particular importance of teachers in promoting a positive learning culture in low SES schools where academic achievement may not be the norm among students and their parents," Dr Polidano said

"These findings should help schools and politicians better focus policies aimed at closing the SES completion gap, which is vital to reduce inequality of opportunity."

University College of Science launches E-Books

Library of the University College of Science, MLSU, is now equipped with E books. The college has purchased E books worth Rs 6.30 lacs for various subjects of science stream.

These books can be read and heard anywhere in the college campus, on University?s website.

These books can also be downloaded, printed or saved in pen drives. An important feature of E-books is that students can create their own E-library and highlight and preserve for his own future reference. Interestingly, students can also convert the books into audio format and listen to the books.

For the effective, efficient and optimum utilization of E-books, the college will organize a training program for all the students in November, during the Library Week.

?It is matter of joy for the college, as E-books are very important in the present era of computers and internet. Facility of Multiuser and Full text downloading adds to the utility of the program, makes it easy for everyone to use it?, said Prof. Maheep Bhatnagar, Dean, Science College.

Certain genres are a bit more elusive on the App Store than others, but every now and then pure nostalgic bliss can be found in the most unexpected places.

The Backstory
A young apprentice?s master is slain and the fate of the world is unexpectedly thrust into the young one?s hands. Classic adventure game stuff. The same can be said for the reappearance of forgotten evils and the requisite epic quest. These are all themes that are fairly typical of the genre but that doesn?t mean Swordigo doesn?t put them to good use.

The Gameplay
Swordigo harkens back to classic 2D adventures. Platforming puzzles, block pushing, melee combat, magic, and the constant acquisition of new gear that bestows new abilities and grants access to previously inaccessible areas are all prevalent. On top of all these classic gameplay tropes is a simple RPG character leveling system that also allows players to tweak their character to fit their play-style. Like to get in close and wreck stuff? Upgrade attack strength. That kind of thing.

How does it Compare?
The classic formula of finding new equipment in order to reach new areas and find more new equipment in order to reach other new areas has been around for quite some time, but there?s one game that stands above the rest and will forever be the standard that all other genre entries are held to. I am of course referring to Metroid. And while Swordigo?s protagonist might not be much of an intergalactic bounty hunter or carry much in the way of high tech alien weaponry (or have been raised by bird-people), he?s every bit a kindred spirit to Samus Aran.

There?s no shortage of games on the App Store that try to utilize the classic back-tracking adventure formula, but few pull it off with as much finesse as Swordigo. iOS users might not be able to enjoy the adventures of Ms. Aran or Mr. Belmont at an official capacity, but it?s nice to know that there are alternatives out there that scratch this particular itch incredibly well.

Hair helps keep you warm, right? But hair can also keep you cooler than bare skin, as long as the hair is not too thick. So says a study in the journal PLoS ONE. [Conor L. Myhrvold, Howard A. Stone and Elie Bou-Zeid, What Is the Use of Elephant Hair?]

Researchers studied elephants, which have very thin coats of hair. It's easy for the beasts to overheat: they may face temperatures of up to 120 degrees Fahrenheit, and they don't have much skin surface area to radiate the heat relative to their big body volume.?

That's where the hair comes in. The researchers wrote equations modeling the elephants' hairy skin. As they expected, thick hair traps air and keeps the body warm. But below a certain density, hair stops insulating and wicks heat off the body instead?helping the elephants get rid of an extra 20 percent of their body heat, especially on windless days.

Heat sinks inside computers work in a similar way, with pins sticking up to help dissipate the interior heat.

The researchers speculate that hair may have actually evolved to help animals stay cool, because it first sprouted in mammals over a hundred million years ago in a hot climate. Hair-raising times, indeed.

How Non-Communicators Can Showcase Communication Skills ...

Unless you work in a communications field (i.e., journalism, public relations, marketing), it can be hard to showcase the oh-so-important communication skills employers look for. You might not have links to hundreds of blog posts you?ve written. For example, graphic designers often have little cause to demonstrate their superior writing skills, yet employers still want to know their designers are effective communicators.

Here are some tips to help showcase your communication skills through your personal brand:

Write an intro. Take any chance to demonstrate your writing skills. Write an intro blurb about yourself on your online portfolio. Give a little background information, explain your credentials in the industry, and say a little something about what work you?ve included in your portfolio. Make sure your blurbs on each profile are similar ? don?t leave out crucial information on some and include it in others. Demonstrate that, although you work outside of a writing industry, you still possess writing skills.

Highlight your expertise. Add any public speaking classes you might have taken in college to your resume and under the skills section of LinkedIn. If given the opportunity, speak at a convention or in a public setting. It could be for the volunteer organization you work with or at a meeting for work. Wrack up public speaking experience and publicize it. Update each profile to note where and when you?ll be speaking and whether it?s an open-entry event. Afterwards, transcribe your speech and add it to your portfolio, or upload any videos. This demonstrates to potential employers that you have public speaking experience and shows them how well you know the topic on which you spoke.

Add a bullet point. Update your resume to reflect your communication skills. Especially if you?ve held a management position, make sure a point under your job duties reads something like ?facilitated communication between X members of the team.? Employers not only want to know you have communication skills, but also that you can effectively utilize them in a team setting. If you haven?t held a management position, highlight your participation in team communication. Mention ?attended weekly meetings to facilitate communication and transparency? or ?communicated daily with my supervisor to maintain clarity and transparency.?

Reference your references. Have your former boss or supervisor write you a recommendation on LinkedIn. Ask them to mention inter-office communication or any special communication skills you might have utilized for them. For example, if you worked as a data analyst and were in charge of on-boarding new interns, ask your boss to highlight that. Then, refer to your references. Make sure to include your LinkedIn profile on your electronic resume and portfolio. Link additional social profiles back to LinkedIn so that prospective employers can see that you have practical communication skills.

The more you highlight your communication skills, even in unusual ways, the more employers will take note.

Cambrian fossil pushes back evolution of complex brains

The remarkably well-preserved fossil of an extinct arthropod shows that anatomically complex brains evolved earlier than previously thought and have changed little over the course of evolution. According to University of Arizona neurobiologist Nicholas Strausfeld, who co-authored the study describing the specimen, the fossil is the earliest known to show a brain.

The discovery will be published in the Oct. 11 issue of the journal Nature.

Embedded in mudstones deposited during the Cambrian period 520 million years ago in what today is the Yunnan Province in China, the approximately 3-inch-long fossil, which belongs to the species Fuxianhuia protensa, represents an extinct lineage of arthropods combining an advanced brain anatomy with a primitive body plan.

The fossil provides a "missing link" that sheds light on the evolutionary history of arthropods, the taxonomic group that comprises crustaceans, arachnids and insects.

The researchers call their find "a transformative discovery" that could resolve a long-standing debate about how and when complex brains evolved.

"No one expected such an advanced brain would have evolved so early in the history of multicellular animals," said Strausfeld, a Regents Professor in the UA department of neuroscience.

According to Strausfeld, paleontologists and evolutionary biologists have yet to agree on exactly how arthropods evolved, especially on what the common ancestor looked like that gave rise to insects.

"There has been a very long debate about the origin of insects," Strausfeld said, adding that until now, scientists have favored one of two scenarios.

Some believe that insects evolved from the an ancestor that gave rise to the malacostracans, a group of crustaceans that include crabs and shrimp, while others point to a lineage of less commonly known crustaceans called branchiopods, which include, for example, brine shrimp.

Because the brain anatomy of branchiopods is much simpler than that of malacostracans, they have been regarded as the more likely ancestors of the arthropod lineage that would give rise to insects.

However, the discovery of a complex brain anatomy in an otherwise primitive organism such as Fuxianhuia makes this scenario unlikely. "The shape [of the fossilized brain] matches that of a comparable sized modern malacostracan," the authors write in Nature. They argue the fossil supports the hypothesis that branchiopod brains evolved from a previously complex to a more simple architecture instead of the other way around.

This hypothesis arose from neurocladistics, a field pioneered by Strausfeld that attempts to reconstruct the evolutionary relationships among organisms based on the anatomy of their nervous system. Conventional cladistics, on the other hand, usually look to an organism's overall morphology or molecular data such as DNA sequences.

Strausfeld, who holds appointments in other UA departments including evolutionary biology and entomology, has catalogued about 140 character traits detailing the neural anatomies of almost 40 arthropod groups.

"There have been all sorts of implications why branchiopods shouldn't be the ancestors of insects," he said. "Many of us thought the proof in the pudding would be a fossil that would show a malacostracan-like brain in a creature that lived long before the origin of the branchiopods; and bingo! ? this is what this is."

Strausfeld traveled to the Yunnan Key Laboratory for Palaeobiology at Yunnan University in Kunming, China, to join his collaborator, Xiaoya Ma, a postdoctoral fellow at London's Natural History Museum, in studying the brain anatomies of various fossil specimens. In the institute's collection, they came across the fossil of Fuxianhuia protensa described in the paper.

"I spent a frenetic five hours at the dissecting microscope, the last hours of my visit there, photographing, photographing, photographing," he said. "And I realized that this brain actually comprises three successive neuropils in the optic regions, which is a trait of malacostracans, not branchiopods."

Neuropils are portions of the arthropod brain that serve particular functions, such as collecting and processing input from sensory organs. For example, scent receptors in the antennae are wired to the olfactory neuropils, while the eyes connect to neuropils in the optic lobes.

When Strausfeld traced the fossilized outlines of Fuxianhuia's brain, he realized it had three optic neuropils on each side that once were probably connected by nerve fibers in crosswise pattern as occurs in insects and malacostracans. The brain was also composed of three fused segments, whereas in branchiopods only two segments are fused.

"In branchiopods, there are always only two visual neuropils and they are not linked by crossing fibers," Strausfeld said. "In principle, Fuxianhuia's is a very modern brain in an ancient animal."

The fossil supports the idea that once a basic brain design had evolved, it changed little over time, he explained. Instead, peripheral components such as the eyes, the antennae and other appendages, sensory organs, etc., underwent great diversification and specialized in different tasks but all plugged into the same basic circuitry.

"It is remarkable how constant the ground pattern of the nervous system has remained for probably more than 550 million years," Strausfeld added. "The basic organization of the computational circuitry that deals, say, with smelling, appears to be the same as the one that deals with vision, or mechanical sensation."
