Rapid reconstruction program to begin in NYC

NEW YORK ? The city is embarking on an unprecedented reconstruction program to swiftly repair homes damaged by Superstorm Sandy, Mayor Michael Bloomberg said Friday. The program will be mostly paid for by the federal government and aims to get some people home early next week, he said.

The program, called New York City Rapid Repair, will deploy general contractors who will oversee the work in the hard-hit areas. Those contractors will manage electricians, plumbers, carpenters and others to complete the repairs, Bloomberg said. The Federal Emergency Management Agency is supporting the project and will pay for most if not all of it, he added.

?For a homeowner to go off on their own and find somebody who was available and willing to show up is a daunting task,? he said at a news conference. ?We?re changing the game. Today, we?re launching a program that will start returning people to their homes as early as next week. ? Its goal is to get as many New Yorkers as possible back in their homes by the end of the year.?


Some 90,000 people in New York City and Long Island remained without power Friday. Some homes need simple repairs to get up and running, while others will need major work.

The program will begin with the easiest houses to fix, with those that have received a green card -- indicating they are sound -- from the buildings department, Bloomberg said. The buildings department has already examined some 80,000 homes.

To register, people must either visit one of the city?s restoration centers, call the information line (311) or sign up online. They must call FEMA to get an identification number. Bloomberg said the first wave of applicants must have received a green card and be on a street where power has been restored.

Signup begins Tuesday. Work will start soon afterward.

Bloomberg said the program was unprecedented and ?will save the city, state and federal government a lot of money and that?s because contractors will be able to work on multiple buildings at once and not just one house at a time.?

Contractors will work over the weekend with the buildings department to identify the homes that will be in the first wave of repairs.

The program ?will go a long ways in our recovery, but I will say it won?t fix everything,? Bloomberg said. ?In the hardest hit places like Breezy Point, homes were completely destroyed and some of the buildings that are standing will need major structural work before they can be lived in again. For those families, we?re working on housing options that we?ll have more to say about next week.?

U.S. movie companies eye trade deal for digital era

WASHINGTON (Reuters) - U.S. movie companies who depend on exports for more than half their revenue hope a proposed trade agreement will eliminate customs difficulties as the industry abandons film in favor of digital formats, an industry official said on Thursday.

"The iconic spools of film we're all familiar with will soon be relegated to the Smithsonian," Greg Frazier, executive vice president for the Motion Picture Association of America, told the U.S. International Trade Commission.

"By 2016, virtually every movie screen in the world will be a digital screen," Frazier said at a hearing on proposed talks to expand the 1996 Information Technology Agreement (ITA) which eliminated duties on many information technology goods.

"When you go to see the new (James) Bond movie that opens this weekend, you're probably going to see it in digital format," Frazier said.

The U.S. Trade Representative's office has asked the International Trade Commission to examine the potential gains to the U.S. economy from expanding the 15-year-old pact to products like video game consoles, headphones, speakers and all flat-screen monitors for both televisions and computer screens.

Talks among the 70 current member countries of the ITA pact are expected to begin next year in Geneva, with U.S. technology companies hoping for a quick deal to expand exports.

Frazier told the panel the U.S. movie industry wants "digital cinema packs," which have replaced traditional film reels, included in an expanded agreement.

The devices didn't exist when the first ITA was negotiated in 1996. But by last year there were more digital screens around the world than traditional screens, something that has dramatically cut the cost of distributing movies, Frazier said.

Including the digital cinema packs in an expanded duty-free pact should prevent costly customs problems that have cropped with film reels, he said.

In some countries, customs officials determine movie tariffs based on the length of the film, he said.

"We were shut out of one market for six months because of various machinations of customs officials," Frazier said.

Enhanced melting of Northern Greenland in a warm climate

ScienceDaily (Nov. 9, 2012) ? In a new study from the Bjerknes Centre for Climate Research, scientists show how the northern part of the Greenland ice sheet might be very vulnerable to a warming climate.

The study is based on simulations with a state of the art global climate model and a dynamic ice sheet model of the last interglacial warm period. This period (~126 thousand years before present) is the most recent in Earth's history with temperatures warmer than present in the Arctic region, and has frequently been used as an analogue for a future greenhouse climate. During this period we know that the Greenland ice sheet was significantly reduced in size compared to today.

The model simulations show an extreme retreat of the northern part of the Greenland ice cap in response to the warm interglacial climate, a climate not unlike what we expect on Greenland in the very near future. This result is surprising, as temperatures on the north part of Greenland are colder than in the south. However, increased precipitation compensates for much of the increased melting of the southern part of the ice sheet in a warmer climate.

Today, most scientists expect that the southern part of the Greenland ice sheet is most vulnerable to a changing climate. In particular, there are several studies monitoring ice streams and fjord temperatures along the coast of southern Greenland. However, the new results indicate that the northern part of Greenland, at the fringe of the Arctic Ocean, should be particularly closely. In this area part of the ice sheet is grounded below sea level, and can respond rapidly once it starts receding.

If the Greenland ice sheet were to melt completely, it would result in an increase in mean global sea level by about 7 meters. However, the sea level impact of the observed recent accelerated melt of the ice sheet, as well as future projections of melt from the ice sheet, are not implemented by the current generation of climate models included in the IPCC effort.

Stretchy electronics moves closer: Wearable sensing technology

ScienceDaily (Nov. 8, 2012) ? Researchers from the Institute of Textiles and Clothing at The Hong Kong Polytechnic University (PolyU) have developed a new technology that allows electronics to drape around our body comfortably. The researchers have engineered a new fabric that can conduct electricity, paving the way for stretchable electronics.

Sensors and other electronics are usually made of rigid and stiff material such as metals and plastics. They cannot be stretched, twisted or thrown, and should be handled with care. But that is about to change. Researchers from the Institute of Textiles and Clothing at PolyU have developed a new technology that allows electronics to drape around our body comfortably. Defying our imagination, the researchers have engineered a new fabric that can conduct electricity, paving the way for stretchable electronics.

The pressure sensitive fabric is made of flexible polymers and nano-carbon materials. Through advanced fabrication process, conductive nano-carbon materials were laced onto polymer to create a thin layer that can transfer electricity. When stretched or pressed, the thickness of this layer changes, which leads to a change in the electric current and the resistance. The fabric will react to a pull or compression with an increase in resistance so that strain and pressure can be measured.

To transform this novel idea into reality, Prof. Xiaoming Tao and her team have to overcome a challenge: a loss of conductivity under a high degree of deformation. Employing novel textile engineering techniques, they have developed a highly conductive polymer that can withstand significant stretching. This material is also highly sensitive and reliable for touch sensing. Principal investigator Prof. Tao explained, "Our new fabric can be stretched like a rubber band and has high sensitivity to strain. We've also made another one that can withstand and respond to very high pressure up to 2000kPa. They are water-proof, washable and excellent in resistance to fatigue."

In the future, pressure sensors can be bent and stretched. More importantly, the flexible material is soft, light and breathable, and therefore is well tolerated by human skins. As it will work better and longer on human body, it opens up new possibilities for health care and medical applications such as wearable health monitoring devices. For example, a stretchy fabric sensor can measure intensive body movements and then send information wirelessly to a computer. Such electronics can adapt to any bent and moving body parts for health monitoring or remote control.

This novel technology has been applied and presented as a pair of smart shoes for round-the-clock health watch without a single wire or electrode on a person. Fellow researcher Dr Aaron Wang illustrated, "The pressure-sensitive fabric is made into a touch sensor in the shape of a sole. When fitted into the shoes, the sensor can detect when an elderly falls over and then send alerts or track down a missing person with dementia when he is out and about." The research team is anticipating a future where medical devices can integrate seamlessly into the human body to track a patient's vital signs and transmit the signals to his/her doctor.

Dr Wang suggested more innovative possibilities in entertainment business, "Our stretchable sensors will be useful in fabric push buttons, game controllers and dance pads. Computer games will be more fun and edgy than ever."

"Our ultimate goal is to develop a deformable system integrated with computer power, wireless technologies and environmental power sources, which I believe will have a profound impact on telemedicine, health care delivery and sports training," said Prof. Tao.

This breakthrough was licensed to a start-up called AdvanPro Limited for further development and production. The University is keen in putting laboratory science into good use and in fact this company was set up by the researchers with the support from the Micro-fund program organized by the University's Institute for Entrepreneurship . In pursuit of knowledge transfer and entrepreneurship, the Institute is dedicated to give professional services and coordination support to help the aspiring entrepreneurs transform PolyU's innovations into applications which can make the world a better place.
